Problem Title:
Slow VCC rise time does not require use of /MR as a 'hold-off'
Problem Description:
At power-up for a 7300 device, all that is required for proper operation
and initialization of the device is that Vcc rise smoothly to its final
value. It is not necessary to rset the device (by applying a falling edge
on /MR) if Vcc rises slowly.
