Foundation : 7000 BUFE/OBUFE has incorrect active low enable


Problem Description:
In versions 6.0.x of Foundation libraries, the 7000
components BUFE and OBUFE have an active low enables when it
should be an active high enable.  This is a problem with the
7000 libraries and a patch has been created to fix this
problem.


Solution 1:
