Foundation: "Low resources" appears entering manager.


Problem Description:
Windows has a resource heap called GDI that is used by
applications that require graphics (e.g. Microsoft Word,
Xilinx Foundation, XACTstep).

Many applications have "memory leaks," which means that they
do not release all of the resources when the program exits.
These leaks are usually small, but if applications are opened
and closed several times, the available GDI resources can
decrease significantly.

If the Windows GDI resource gets too low, invoking a
Foundation Series tool will cause a warning window to appear
that says:

"Low resources.  Consider closing some other applications"


Solution 1:

Exit and restart Windows to free up the resources again.
