Problem Description:
The XC9536 does not have local feedback paths like the other Xc9500
devices.

Page 3-20 of the 9/96 Xilinx Data Book indicates that the 16-bit
counter frequency, Fcnt, is 125Mhz.  Since the XC9536 does not
have local feedback, the maximum frequency for a 16-bit counter in
an XC9536 is actually Fsystem, which is 100Mhz.  The latest data
sheet posted on the Xilinx Internet contains this correction.
The new XC9500 Applications Guide will also contain the corrected data.
