Solution 1:

FND-BAS and FND-BSV Packages
============================
The XABEL executables are on the Foundation CD (not the
XACTstep CD).

In order to install XABEL, you must have already installed
the XACT core tools from the XACTstep CD and set your XACT
variable.  It may be necessary to reboot your PC in order for
the XACT variable to be recognized.

If you haven't previously installed Foundation, simply insert
the Foundation CD and run the install, selecting the Complete
option.

If you have already installed Foundation and want to add
XABEL support, insert the Foundation CD, run the install, and
select the Custom option.  Deselect all options except the
XABEL option.



Solution 2:

FND-STD and FND-STV Packages
============================
XABEL is included on both the Foundation and the XACTstep
CDs.

To install from the Foundation CD, refer to the resolution
titled "FND-BAS and FND-BSV Packages".

To install from the XACTstep CD, run the install and select
Custom.  From the drop-down list of packages to install,
select Individual Products.  From the list of products,
select Xilinx ABEL.  Select any other products you wish to
install (such as FPGA Core Tools), change the install path
if desired, and click Continue.
