Problem Title:
HW-130: Programming 73144 yields "Warning! Programming Error at Address
XXXX"



Problem Description:
In some circumstances, the HW-130 Programmer may issue
the following message:

	   WARNING!
	PROGRAMMING ERROR
	AT ADDRESS 0018

on XC73144 devices.  (The actual address flagged in the
error message may vary.)

The problem is related to the use of the Ground Control
pins in the XC73144 devices.  The Ground Control pins are utilized when you spec
ify the -u option to FITNET/FITEQN
to "Drive Unused I/O Pads On Chip".

A conflict arises because when the pins are used for logic,
they cannot be driven to ground.)


Solution 1:

One workaround is to recompile the design WITHOUT the -u
option and tie pullups or pulldowns to any unused I/O on
the device.



Solution 2:

Use the 6.0.x software on the PC to generate the .PRG files,
instead of the 5.2.1 software on the PC/Workstation.
