Solution 1:
If you are looking at the output of XNFPREP (which actually
traces the paths to the I/O for you and makes any needed
corrections to pin directions), the pin directions in the .XTF
can be interpreted as follows:
EXT, T ==>  tristatable output, no input path
EXT, B ==>  tristatable bidirectional output (pin does have an
	    input path
