Solution 1:

This error can happen even though the path to the license.dat file
is indeed correct and the license.dat file is indeed valid.
One Caveat though, the location is on another drive except
the C: drive.  Make the directory:

c:\FLEXLM\

and copy the license.dat file for M1 there.

next make sure the LM_LICENSE_FILE is set:

LM_LICENSE_FILE = C:\FLEXLM\license.dat

or if you have workview office installed:

LM_LICENSE_FILE = <path to WVO>\license.dat,;C:FLEXLM\license.dat

** Make sure that the above two license files are separated
by a comman and semi-colon.
