Problem Title:
Bitgen M1.2 - Bitgen/PAR patch available on FTP site.


Problem Description:
A Bitgen and PAR patch is available for M1.2.11 for several
known problems that result in bad bitstreams being generated.

  Fixes bug 18284 having to do with PAR creating route-thrus
  in empty site. This leads to non-functioning bitstreams.
  PAR must be re-run after patch installation.

  Fixes bug 18080 also having to do with PAR creating
  route-thrus in empty site. PAR must be re-run after
  patch installation.

  Fixes bug 17848 having to do with bitgen creating bad bit
  files due to libbasnc error.

  Fixes bug 17155 having to do with bitgen not handling wrap
  around carry chains correctly.

problem from the FTP site:
