Design Manager M1: Error when selecting help on help.

General Description:
On Win95 and WinNT only. When selecting the context sensitive help
toolbar icon from the Design Manager, and then clicking on the context
sensitive help toolbar icon, brings up the following message, "The topic
does not exist. Contact your app vendor for updated help file." The
Help Topics Main menu should be brought up instead.
Solution 1:
Currently selecting the HELP icon and trying to get help on the HELP icon
is not working.
The Workaround:
Use the Help pull down menu. Help-->Contents. This will bring up the Help
Topics main menu, which is the same window that would come up if clicking
the HELP icon twice in a row.
