General Description:

If an NCF file is manually edited, NGDBUILD will not detect the updated
timestamp.  The modification of an NCF file alone will not trigger
regeneration of NGO netlists as it should.


Solution 1:

Run NGDBUILD with the "-nt on" option.	This forces the regeneration of all
dependent NGO files.
