line in the Map report file is referring to.

What the "Clock IOBs" are referring to are any of the
dedicated pins with direct access to global buffers:

XC3000A/L:   ACLK, GCLK
XC4000/E/L:  BUFGS or BUFGP
XC4000EX/XL: BUFGLS/BUFGE, BUFFCLK
