Solution 1:

This problem is reported in bugs 18635 and 18395. The problem
is an incompatibility between ngdanno and recent 4000XL speed
file patches made to the X1.2.11 release between June 1997 and
July 10, 1997.

The solution is to download one of the following speed file
patches:

ftp://ftp.xilinx.com/pub/swhelp/M1.2_alliance_pr/m12spdi.zip
