Problem Title:
M1.3 General - A device representation problem has been found affecting
XL/EX parts.



Problem Description:
A problem has been found with the device representation
of all XL/EX parts involving pips that exists in the software
tools but do not exist on the device. This can result in a
connection that the tools consider valid but does not work
on the device.

The problem involves 4 pips connecting vertical and horizontal
long lines in the lower right tile directly above the IOBs on
the lower edge.

Solution 1:

A patch will be made available as soon as possible. Affected
nets must be re-routed after the patch is installed.

Meanwhile, affected nets can be manually re-routed to use
valid resources. The error is such that resources for a valid
path will always be available.

existance of this problem:

to correct for invalid pip usage.
