Problem Description:
Launching Chipviewer in windows 95 gives the following
error message:

  A required .DLL file, MSVCRT.DLL, was not found.

MSVCRT.DLL is a file that should have been installed
with windows explorer.
If ChipViewer is put into production release, Xilinx will
include MSVCRT.DLL in the package.

To obtain a copy of MSVCRT.DLL, go to the WEB site:

http://www.microsoft.com/kb/articles/q166/0/09.htm

Download the file msvcrt.exe

Save the file to a location on your hard drive, not
in your Windows\System folder, and then double click
Msvcrt.exe. This extracts four files:
