Problem Title:
M1.3.7 Ngdbuild - Patch available for problem with Synopsys interface.


Problem Description:
There is a problem with Synopsys designs that instatiate
one of the input latches that also has a TBUF driving the
PAD on the latch D pin.

Ngdbuild will incorrectly fail with the error:
ERROR basnu - logical net "DATA" has both active
and tristate drivers.
