Is it possible to set unused 9500 output pins
to known levels (high, low, pullup)?


Solution 1:

There is an option to connect unused pins to ground in
the Xilinx software. However, this option does not work in
XACT 6.x

In M1, the same option exists and does work correctly.
To set this option in the GUI, go to Setup -> Options from the
Flow Engine window.  Then click on Edit Template.  On the Basic
tab there is a check box titled "Create Programmable
Ground Pins".  Check this box if you wish to tie all unused
pins to ground.

Ground is the only level to which the pins can be connected
to.  To futher implement this, you need to connect these
pins to the ground plane on the PCB.

This is the only way to force the unused output pins to
a known level.
