Only the 4028XL BG256 has the 4x4 Ground Ball Matrix. The Ground Ball Matrix is
mostly for power dissipation.

The 4010XL, 4013XL, and the 4020XL in the BG256 do NOT have the 4x4 Ground Ball
Matrix.
