New speed files are available for M1.3.7 XC4000XL and XC4000EX.

NOTE: There is one change since the Performance PACK CD Update.

  Changes include:


    Fixes missing delay value from Clock O to CLKIN.

    Fixes pulse width check. Reference #18795

    Adds -09 speed grade to XC4000XL devices.

    New XC4000EX speed files to correct carry chain timing.
