General Description:

There is currently no way to prevent NGDBUILD from automatically reading a
UCF file that exists in a design directory under the name <design>.ucf.
This UCF file will always be read, even if the Design Manager
Implementation constraints file field is left blank.


Solution 1:

To prevent NGDBUILD from automatically reading the <design>.ucf file, give
it a new filename.
