Description

HMAPs tagged with the property, "Map=PUO" (Pins Unlocked and
Open), are treated the same as those tagged as being
"closed" HMAPs ("PUC"). This means no additional logic will
be accepted into the HMAP.  It also means that nothing can be
removed from the HMAP.

Solution 1:

The only workaround is to explicitly connect all signals that
you want mapped to a given H function generator to the same
HMAP.
