Solution 1:

Generally, Xilinx does not recommend Hot syncing the XC9500 CPLD
in the system. The protection circuitry of the part will work
very well for a voltage surge of upto 10-15 V with about 10mA
of current for a few hundread microseconds.

Xilinx does not guarantee that the part will work if it is
indeed Hot Synchronised in the system.
