An Application Note is available which describes how to do
board-level simulation with Foundation.  It is availalbe as
part of the "Foundation Documentation Update Pack" which is
available in the File Download area of the Xilinx Web site at:

Solution 1:

The App Note refers to setting your Foundation Project Type to
be "Generic".  In Foundation F1.3, the Generic project type is
not available by default.  To add support for this project
type, add the following lines to your SUSIE.INI file.  (The
SUSIE.INI file may be editted by selecting File->Configuration,
then hitting the "View Ini File" button.)
