General Description:

Trying to create a new project on any EX or XL .bit file causes
error:	FATAL_ERROR:baspm:baspmdlm.c:187:1.18 - dll open of
library <c:/xilinx/bin/nt/libx4xbs.dll> failed due to an
unknown reason.


Solution 1:

A work around to this defect is to open, or create new, project
on an XC4000E .bit file.  Close the project (with or without
saving), and then again attempt to open/create the project that
caused the error.
