Problem Title:
BITGEN M1.3.7: Design does not work when tie-down feature is used.


Problem Description:
There are two known bitgen bugs in M1.3.7 related to the
Tie-Down feature.

CR# 100838 - Design does not work when Tie-Down option is used.
CR# 100874 - Bitgen tie-down incorrectly turns on IOB pullup.


Solution 1:

A patch is available to correct both of these issues:
