Problem Title:
M1.3/M1.4 MAP - Map crashes due to an illegal pad configuration.


Problem Description:
The following circuit configuration will cause map to crash:

IPAD -> OBUF -> OPAD
    |-> IFD

The circuit has an IPAD that feeds an OBUF directly as well as an
IFD.  There should be an IBUF between the IPAD and an OBUF.

The fix scheduled for M1.5 will be for map to error out with
a message specifying the illegal connections.
