General Description:  When using a user constraints file with
the .UCF filename extension in upper case, the following error
occurs:

ERROR:basnb:83 - Invalid file argument "c:\active\projects\
myproj\myproj.UCF".  Please ensure that correct filename
extension has been used with the corresponding option switch.
For example, the file specified with the "-uc" switch must have
a .ucf (in lowercase) extension.


Solution 1:

Rename the user constraints file <filename>.ucf,
not <filename>.UCF
