Problem Description:
Map incorrectly creates a CLB that has a signal on the
YQ pin, but is not configured to use the YQ pin.
This results in the fatal error:

FATAL_ERROR:basnc:basncsignal.c:262:1.62 - Could not find a
bel for a signal on pin YQ of comp

This problem is fixed in the latest M1.4 Core Tools Patch available on the Xilin
