design is using a non-clock IOB with the following:

ipad->ibuf->bufg->logic and flops


Solution 1:

This problem goes away if:

1. All non-clock pins are driven by the ibuf rather than
   the clock buffer.

This problem is scheduled to be fixed in the A2.1 release.
