• OFFSET allows the user to specify EXTERNAL data and clock

relationships for the timing on paths to and from the IO’s.

• It enables the user to inform the system of external setup and

clock-to-out delays with respect to a clock. The system can then

determine the internal timing requirements without the need for

PADS:TO:FFS or FFS:TO:PADS constraints.
