Problem Title:
M1.4 PAR - PAR does not run any cleanup passes by default in M1.4.


Problem Description:
PAR does not run any cleanup passes by default in M1.4 for 4K devices.
Previous releases always ran one cost based cleanup pass by
default regardless of the effort level used. In M1.4 a cleanup
pass is not run by default at effort levels 1-3. The default effort
level for 4K devices is 2.

The cleanup pass usually makes substantial improvements to timing.


Solution 1:

This problem can be corrected by removing the following file:

  $XILINX/xc4000e/data/pwdata.acd

This file may be modified by the installation of M1.4 patches.
The problem only exists with the pwdata.acd file dated "Nov 20".
