Error: I/O Bank Assigner failed to find a solution.

This error message appears when the I/O Bank Assigner cannot assign VCCI voltages or VREF pins to I/O banks.  

Action

One or more of the following:

• Unassign locked I/Os and clocks.

• Unassign regions and region constraints.

• Unassign manually-assigned I/O banks.
