Error CMP418: The XTL/RC oscillator exceeded
the fanout limit. For this design the maximum fanout is <max fanout
value>.
The XTL or RC oscillator can only drive the Clock macros
in the middle CCC locations. Since there are a limited number of middle
CCC locations, the fanout is restricted.
