A net has been assigned to a quadrant on the device and its driver macro has been locked to a location outside the quadrant. In silicon, the routing resources to the quadrant clocks are only connected to logic locations inside the quadrant. Therefore, the driver of the net must be assigned to a location within the quadrant.
