The number of nets that must be assigned to chip global resources exceeds the total number of resources available. Possible reasons why a net is required to be on a chip global resource include: having a large number of loads of some type; fixed loads in multiple quadrants; or I/O technology or region constraints on the net driver.
Action
Use PDC or the MultiView Navigator tools to reduce the number of global nets or to relax the physical constraints.
