Automatic global net placement cannot find a legal global resource for a particular net. All the legal CCC tiles are occupied by other nets because of utilization, I/O, and/or region constraints

Use PDC or the MultiView Navigator tools to reduce the number of global nets, or to relax the physical constraints.
