The number of macros assigned to the specified region exceed the maximum number of resources available in the region. Either an empty or exclusive region may be overlapping the region, causing some resources to be unavailable.
Action
One or more of the following:
Create a larger area by resizing the region to which you want to assign macros
Unassign some of the assigned macros from the region
Delete the overlapping region(s)
Make sure incremental placement mode is not selected
