SmartTime interface enables you to view and edit the timing constraints and perform timing analysis.
You can work with both these tools using different views:
Timing Constraint View
Timing Analysis View
You can switch between these two views by clicking Tools > Timing Constraint Editor or Tools > Timing Analysis
