Solution 1:
All the components provided in the Xilinx/Viewlogic libraries have
either a 'LEVEL=XILINX' or 'LEVEL=MXILINX' attribute. These attributes
inform the various translators that no further processing is needed to
generate the necessary translation files. Because Xilinx provides WIR
files for each component in the libraries, the tools are informed via
the LEVEL attribute that they do not need to generate one each time
a component is encountered.
