Decoupling Capacitor Values for 2K/3K/4K FPGAs
Solution 1:
The recommended capacitance value and number of capacitors for
decoupling XC2000, XC3000 and XC4000 devices is a 0.1uF capacitor
for each VCC on the LCA. The decoupling capacitors should be
connected as close as possible to the GROUND and VCC planes.
