XC3000/XC4000: Pin sense of internal tristate buffers
Problem Description:
Solution 1:
For any of the tbufs in the 3000 and 4000 devices, the T pin is
active high, meaning the tbuf output is tristated if the T pin
is driven high, and the tbuf input appears on the output if the
T pin is driven low.
