Problem Title:

2.1i Design Manager: New behavior for UCF declaration introduced in SP3

Problem Description:
Urgency: Medium

General Description:

Prior to SP3, the UCF model within Design Manager was to copy the
latest and greatest UCF file into each and every new revision created -
thus operating using the revision copy.

There have been many requests in the interim to allow the Design Manager
to operate on the project level UCF instead, thus allowing a user the ability
to specify the project level UCF as the central location for all constraint editing, with the Design Manager then using this file for implementation.

A new behavior has been introduced in 2.1i_SP3 that allows the user
a choice between the 2 approaches described above.

Solution 1:

The default behavior of 2.1i_SP3 will remain to copy the UCF file to
the revision and operate using the revision copy.

However, the new functionality is introduced by way of a choice to
the user within the Custom Dialog Box. This dialog box is available
from either of the DM menu's below:

Design ->New Version
Design ->New Revision
Design ->Set Part
Design ->Set Constraints File

Within this Custom Dialog box, a check box titled:

"Copy the Constraints File to the revision and operate using the revision copy"

will be selected by default. In order to operate on a project level UCF instead, de-select this check box and specify the file you want to act as the central
location for all future constraints editing.

The Design Manager will retain this setting going forward.

NOTE: The only exception to the above sentence is when
changes are made from within the "Design->Set Constraints File"
dialog. Changes made within Set Constraints File will affect the
selected revision only.
