Problem Title:
PPR ignores timing constraints when invoked from the command line


Problem Description:
A user choosing to run the xmake flow by running the programs individually from the command line or via a batch file may see that PPR is ignoring all timing constraints written in the .cst file, even if that file is explicitly specified.


Solution 1:

Timing constraints are written into the .xtf file by XNFPREP. Therefore, the "cstfile=" option must
  be specified for command-line execution of XNFPREP in order for .cst file timing constraints to be
read.
