Problem Title:
Place & Route in Flow Engine produces PPR error 5603: "Unable to open .xtf file"
Problem Description:
If the Foundation tools (or other Windows applications) are
open at the same time as the XACTstep Design Manager/Flow
Engine, place and route may fail with PPR error 5603: "Unable
to open .xtf file".
This can happen if the FILES variable is too low.
Solution 1:
There are 2 ways to resolve the problem:
1) Increase the FILES in your CONFIG.SYS file.
2) Close some applications.
