Problem Title:
Xchecker cannot be used in place of NeoCad download cable in Foundry environment
Problem Description:
Foundry bitfiles have a slightly different format than XACT bit files. Each must be used with
the corresponding download cable and programming command.
Normal flow:
.ncd file --> bitgen --> .bit file --> devprog --> NeoCAD download cable
Alternative flow:
.ncd file --> xlate --> .lca file --> makebits --> .bit file --> xchecker
