Solution 1:

Virtex specifications can be found at the end of the Switching
Characteristics Section of the 1999 databook.

Solution 2:

XC4000X, Spartan and Spartan XL, refer to
the XC4000E section of the databook. For the faster parts, this is a
conservative number.

XC4000E Boundary Scan (JTAG) Switching Characteristic Guidelines
are available in the latest 4000e datasheet on page 6-116.
