Problem Title:
XC7336/XC7318: "Drive Unused IO Pads on Chip" option not available for 7336, 7318
Problem Description:
The Design Manager "Implementation" Template has the option to
"Drive Unused IO Pads on Chip", which will eliminate the need for
external pullups or grounds on unused IO pins. However, the 7318
and 7336 parts are more susceptible to ground rise problems, so
this option is disabled for these parts.
Solution 1:
Users should connect unused IO pins to a known logic level
(ground or Vcc) externally.
