Problem Description:
When running timing simulation with PROseries tools, VSM will give following error message on XNFBA.

Error - could not find WIR file xc4000:osc4.1
Solution 1:
Check the box that says:
"Design contains XBLOX, RAM, ROM, or XABEL Modules", in the functional
simulation even if this is not the case.
