Problem Title:
NGDBUILD m1.1.1a: error 0:Unable to lock license for ngdbuild, no such feature exists.
Problem Description:
M1 uses the LM_LICENSE_FILE environment variable to locate the correct
license.dat file. If this environment variable is not set, no license will
be issued for the coretools.
Solution 1:
Set the LM_LICENSE_FILE environment variable to the path location and name
of the license.dat file for the M1 license file.
