Problem Description:
The Libraries Guide indicates to use the following syntaxt to prohibit
certain pin locations from being used:
INST * PROHIBIT = P## ;
NGDBUILD will not currently accept this syntax.
Solution 1:
Instead, use the following syntax:
CONFIG PROHIBIT = P## ;
